Why so much infill?

Eastern Portland has seen a significant uptick in high-density apartment and condo blocks over the last decade, especially over the last five years or so.    There is some debate as to whether neighborhoods actually become more population-dense as prices go up, but the fact remains that the big blocky buildings do potentially house many non-single family home dwellers.

Apparently, I am not the only person who has noticed infill and its attending friend, gentrification.   http://www.oregonlive.com/portland/index.ssf/2013/12/southeast_portland_biggest_cha.html
